THE HOUSE. (By Telegraph —ter tress Association) WELLINGTON, July 29. In the House of Representatives yesterday the following Bids were introduced and read a first time:— Wellington City . Empowering (Mr Chapman). l’auitvrs and Decorators-Hea th Prot tection (Mr Jordan). Painters and Decorators Registrat ion (Mr Jordan). local Aurlioriti.'s (r.-.tes of interest) Bill and National Provident Fund Amendment Bill were introduced by Governor-General’s message. Explaining the former Mr Forbes said it was designed to reduce the maximum rate at wh'cli local bodies might borrow from five and a-half per cent to five per cent. There had in the past a provision that in the event of it being impossible to raise money at o-) per cent., the Minister of Finance should be empowered to allow it to be borrowed at a ( higher rate. « This provision had heen retained in respect to the five per cent, maximum. The Bill was put through all stages and passed. Outlining the latter Bill, Mr Donald said when the National Provident. Fund Act was passed, it had not been antieiDated that salaries would be reduced. The Bill would adjust the local bodies pension scheme to enable local bodies and.those benefiting from the fund to contribute on A lower: scale, , with a cor. responding reduction in! pension. • Mr Savage:—Will local bodiesbe compelled to effect • reductions’or may l hey remained as at present. 1 - "s v Mr Forbes i—They may remain as At. present. The Bill was read a first time. r, , ‘ in moving the second reading c'f the Reprint of Statute Bill, S.r Ngata said it provided that all Courts should give statutory recognition to the reprint of the Statutes. It would be remembered that arrangements had been made for the Statutes to be reprinted by an English firm on condition that the printing was carried out by the New Zealand Government Printing Office. An editorial committee would be set up consisting of the Chief Justice, Attarney General and Parliamentary Law; draughtsmen. Volumes would, be reduced from the present size to. , that of the British Statutes. The Bill was read a second time ana referred to the Statutes Revision Committee. .Moving the second reading of tbe Rent Restriction Extension Bill, Hon. Smith said it, was considered the extension was made necessary by-the extraordinary conditions resulting from, the present depression. The opportunity had had been taken to include in the Bill, provision for the regulation of rent in the earthquake area. The Bill was put through all stages and passed. Replying to Mr O’Brien, Hon. Smith said he was having the , position in.. Westland investigated with u „view toi.. making a ; supplementary allocation fop/ unemployment relief, , The House rose at 10.25 p.m.
