GERMAN RETURN TO DIPLOMACY Bruening and Gurtius have taken by way of the Austro-Germaii Customs Union negotiations, tlie first major diplomatic initiative upon which Germany has ventured since the war. For the time being they have definitely cap tured that initiative. They take the line that from France in her present mood nothing is to be expected save by way df hard-driven bargains or concessions due to French fear of being isolated in Europe and the world, and of seeing her laboriously constructed. European system of alliances (based purely on the fear complex and the appeal to self-interest and the instinct of self-preservation) break up. By the more towards Austria they have at least presented themselves with a great bargaining point which they never had before. But through all they seek to keep the Anglo-Saxon notions well disposed towards Germany, and to direct this racial bloc against French conceptions of Europe frozen forever in the shape into which it was arbitrarily and unscientifically forced v the peace treaties.”—“Time and Tide.”
