THE COUNCIL.

WELLINGTON, July 25. The Legislative Council met at 2.30 p.m.

Aloving the second reading of t he Dominion Life Insurance of N.Z. Ltd., Bill, Sir Wm. Hall-Jones said he hoped the Council would allow the Bill to go before tlie Committee of Selection. Tbe Bill was read a second t.me without debate.

Resuming the discussion on the Statute of Westminister, Hon. Garland said he did not regard the Statute as a Bill of divorcement, and lie thought they should give it their approval. At the same time lie would not have supported the Statute had it not been for the provision that it was not to apply to New Zealand until Parliament so decided.

After Sir T. Sidey had briefly replied the Statute was agreed to.

The Council rose at 2.14 p.m. until Wednesday.

THE HOUSE.

WELLINGTON, July 25. The House of Representatives debate on the second reading of Lysnar’s Meat Export Control Amendment Bill was continued. Opposition to the measure was expressed by a number of Reform members, Air Lysnar occasionally interrupting with a reqnest to let the House vote on the issue. Mr Hamilton moved that tha Bill be read six months hence, in order that the opinions of producers might- be obtained before the House was asked to further consider the Bill. 1

Mr "MeDougaU moved: ‘.‘That the question be now put.” The Speaker said he was afraid he could not see his way to establish a precedent by sanctioning a closure inottion on the second reading of a private Alembers’ Bill, which had been under discussion for little more than three hours.

. The debate was continued until ’he Leader of the Labour Party suggested that it would be a fair thing to let the Bill go to a vote so that it could be sent to the Agricultural Committee if it passed the second reading.

On the question being put that the word “now” stand part of the original question, “that the Bill be now read a second time,” the voting was 26 for and 27 against, the division list being as follows:
