RUSSIAN DEBTS
TO BRITISH CAPITALISTS, RUGBY, July 22. Answering in the House of Commons a question of the Avork of the AngloRussian Committees dealing with the Russian debts, the Under-Secretary foi foreign affairs, Dr. Hugh Dalton said that Lord Goschen, the Chairman of •the Committee, had reported on the present state of these negotiations to the Foreign Secretary, who had been greatly disappointed to find that so little progress had been made. The Soviet delegates do not yet appear, he said, to' have submitted any proposals for a settlement, or even to have indicated. what categories arid types of claims they would be prepared to allow a« ranking for settlement, and on what conditions. The work, therefore, had not yet progressed beyond the state, of an exchange of information and explanations. The Foreign Secretary, lie said, had informed Lord Goschen that he proposes to take an early opportunity to represent to the Soviet Ambassador the necessity of putting forward practical proposals f the negotiations are t-o bo brought to a successful conclusion.
