The State Department has forwarded a complaint to' the United States Minister at Ottawa that the Canadian motor ship Cadet, an alleged i urnrunner, discharged noxious gas through the exhaust, rendering the crew of the pursuing coastguard boat violently ill, off the Massachusetts coast.
