Government has refused Gandhi's request for an Arbitration Board to inquire into the alleged breaches of Delhi Pact. Gandhi is seeking another interview with the Viceroy, and if successful he will definitely attend the Round Table •Conference. HOOVER’S INTENTIONS. WASHINGTON, Julv 12. Mr Hoover, has formally- accepted an invitation to the League of Nations Conference on world disarmament at Genevaon February 2nd. The President' indicates he is planning a message setting out views for a progressive programme, for the reduction of land and sea armament. He will give an assurance that America is not disposed to hold 'European nations to payments of debts which they lack capacity to pay, but she will insist on placing them in a position that they cannot plead incapacity To pay convincingly to America, if they fail to reduce armament.
The leader of the Republican Party expects to win the next Presidential «section on this policy, which will be pushed to the furthest limit during the coming year.
