Women’s suffrage, equality of remuneration between the sexes, nonrecognition of titles and dis-establjsh-ment of the Church are among the changes foreshadowed in the draft constitution issued for consideration of the National Assembly to commence on July 4th. Provision is made for a system of provisional self Government, subject to a vote of three-quarters of the population in any province favouring semi-autonomous rule. . Regional statutes, however, must he harmonised with the general constitutional laws, which will be decided on the present Bicameral system, including Chamber and Senate.
