NEW POLICY. OUTLINED AT CONFERENCE. The hist part was held over ,\,r subsequent consideration. it stated that, in view of the economic position or the dairying industry, there is ail urgent need for immediate action in co-ordinating the various service units ot the ministry to uimg aoout improvements in the quality or butter and cheese to meet the competition on the overseas mat Let. ilie Conierence will recognise that with limited time available for deliberation, the Committee are unable to do more than outline a comprehensive plan for the co-ordination of tire service units, without exploring some of the methods of application, which might expose weaknesses, but to meet the urgent needs of the suitution, the Committee, unanimously suggests some temporary measures for immed.ate application. The Dairy Produce Boat'd is to he the administrative head of the industry. The Committee are convinced that the present method of election of the Board is not in Ute best interests of the industry. The suggestion is, therefore, made that the basis of election of the Board should be by the votes of Dairy Cov Directors (who have been elected by producers), electing District Committees, who would elect a Dominion Council, and who, in turn, would elect the Dairy Produce Board. This Board should be given legislative powers to administer the internal affairs of the industry, to take all disciplinary action, to. enforce the carrying out of the dairy regulations ; and that the Dairy Division should act in an advisory canacity to that Board.
The second portion of the report, which was adopted, states: The Dait.v Division should carry out the duties of farm and dairy instruction anti disciplinary measures in cheese and butter manufacture; the grading of produce in New Zealand, and inspection overseas! To meet the present, urgency, the Committee suggests tlmt the Board, ns at present constituted, should bo given, hv Order-in-Council for a period up to August 31, 1932, the necessary powers to administer the internal affairs of the industry, such powers being limited entirely to questions relaxing to the enforcement of regulations under the Dairy Industry Act.
Tii etempornrv measures advocated: are: GL) That there should he the utmost co-ordination of services between Hamilton and Hawera laborities and the .'airy Research Institute. (2) That the Dairy Research Institute should he given a free hand in investigating the manufacturing problems of industry; that the Director of Research Institute should attend all meetings of the Board in a similar capacity; that the North and SouPi Island Factory Managers’ Associations should nominate operative members of their Associations to attend the Dairy Board meetings, and: assist the Board in its deliberation on manufacturing problems, one manager being nominated for each meeting, and two, if desired, by the Board. In this connection, it is further recommended that conversations take place between the Factory .Managers’ Associations, the Dairy Produce Board and the officers of the Dairy Research Institute with the idea of giving the managers an improved status either by license, or by gradual registration under a. charter; that the Director or the Dairy Division should supply Board wit lithe regular gradings of the individual cheese and butter factories, reports on the factories infringing, regulations, and reports front the Division’s officers in 'the United Kingdom ; that any necessary action of a disciplinary nature in regard to faults in manufacture and infringements of relations should he taken by the Dnirv Produce Board.
