THOUGHTS OF THE TIMES.

TJX EMBLOYM'E NT INSURANCE, The reception accorded by Labour members of the House of Commons to the preliminary majority report of the Royal Commission on unemployment insurance appears to be wholly unfavourable. That was to be expected, for they have stubbornly defended the “dole” system, as it is called, despite the enormous cost of it to the country and its obvious possibilities for abuse. The report will be of some value, possibly, to any future Government that may courageously face the problem of revising the system. It should serve a useful purpose, too, in making fully available the facts relating to the abuses of unemployment insurance, although the position had already been made distressingly clear in its main features.
