It was appalling to think that two and a-half millions had been subscribed at a time'when money ought to bo used to help British industry, instead of pandering to the gambling spirit which was sweeping o\er the country. Asked whether the Government •were contemplating any action, he said: “We are always considering it but the difficulty is to know where to begin.”
