Though Russians promised to issue ■i statement on the wheat po.icy during the evening, they left the Conference with the document in their pockets and nobody was aware of tne contents. From hints dropped in secret the committee, however, understood that Russia was pledged to accept any principle ot an international quota the Conference appiovcs. VANCOUVER. -May 21.
Grain exporters frankly admit uneasiness over the Russian proposal that the 1909-14 five year average be used as a basis for world exportquotas. Winnipeg grain exporters have cabled Air Ferguson urging strong opposition to the Russian proposals.
