President Doumer is the type that the French have shown they most prefer. He possesses that honourable but neutral character held to fit a man for the chie magistracy; but there is a real risk with the loss of M. Briand’s services, that unless Europe can be better organised, it will be impossible to avoid international conflicts and widespread anarchy. M. BRIAND RETIRING. PARIS, May 15. | M.
