AN AGREEMENT. [United Press Association—By Electric Telegraph.—Copyright.] (Received 9.15 a.in.) CONSTANTINOPLE. March 9. The Turkish Foreign Minister 'and Russian Ambassador have signed a protoctol that neither country shall construct war vessels until it is intended to reinforce the Naval squadrons in the Black Sea and adjoining waters or without informing the other country, six months ahead.
