Chairman Raskob proposed to the Democratic National Committee an additional amendment to the Constitution permitting States to manufacture, transfer, and sell liquor within their own borders. This would not entail the repeal of the Eighteenth Amendment. and would permit States so desiring, to continue to operate under the Eighteenth Amendment, with the full protection of the Federal Government.
