NEW POSTAL RATES
(13i/ Telegraph —Per Press Association) WELLINGTON, March 4. As some doubt has existed whether the halfpenny postage on invoices will be affected by the increase, the Chief Postmaster (Mr Donald; states that rates on all commercial papers will he raised from the minimum of half a penny for 2oz. to one penny for 4 c«.- . net tided under the heading of commercial papers tire accounts, invoices, hooks, and printed papers, pattern and sample packets, and unregistered magazines. Household circulars will not be affected, and will continue to bear the charge of one halfpenny. Circulars or other printed matter addressed merely “The Householder” have been exempted from the increased rates, ami the present rate of -Jd for eac-h 2oz, still stands. Circulars with individual nddrev.es however, come under the heading of “commercial papers, hooks and printed papers, pattern and sample packets, and unregistered new jpnpers,” and are now charged Id for eaclt 4oz or portion thereof, as against the old rate of -}d for each 2oz. or fraction thereof,
