February 28. It is understood the issues were narrowed down to throe or four essential points. Lord Irwin made offers linking terms for peace with plans for a continuation of the Hound Table Conference. Congress working committee subsequently discussed the proposals. A statement by Indian merchants Chamber of Commerce declares the Conference made no appreciable advance. The boycott of measures by C'ongressists seriously hampered the census now in operation India wide. The tactics is Bombay include snatching of books from enumerators, one of whom was attacked by a mob.
