In a memorandum issued regarding the propose! accession of the British Government to the “General Act.” it is recalled that the optional clause re- j luted only to justifiable disputes, and it was to cover the field of non-justi. liable disputes, so that all informational disputes of whatever character should lie capable of a specific solution, that tile League Assembly in 1928 pro. j duced the “General Act.”
