Wmi regard to the initiation of the No. 5 Unemployment scheme now being put into operation, it is at first essential on the part of those unempolyod to register ns unemployed. Before they can be given work under the scheme, they must be out of employment for a fortnight. The date of registration is the test of the period of uneMployment, and the local bodies have to note that fact particularly. With the works now proposed, it should be possible for the local bodies for the next seven weeks or so, to ration out the work to all unemployed in the district who comply with the regulations. The onus is tTirown on the local bodies to see that the spirit of the provisions is preserved, ami payments made by the local bodies will be refunded only by the Government Department where the regulations have been compiled with It is higely essential therefore for those desiring to come under the scheme and obtain relief work on the rationed principle designed, to make themselves familiar with the regulations and conform to them. This scheme, will not of rnu.rse cure unempljoym-ent. At the best it can only relieve it- on a bare living basis, so that there still remains the task of designing something to remedy the ill. However, it is a world problem, and is not being solved adequately anywhere. "What is being done in New Zealand is a new departure, and in itself is a definite attempt to afford relief without undermining the character or the spirit of those who come under it-. The local bodies are co-operating very readily, and it now remains for those lacking the means of a livelihood to take advantage of the scheme, and liolo themselves through that channel. The Unemployed Board is very earnest in its effort to achieve the greatest good possible, and the co-operation of the local bodies is very helpful?. ThosD eligible for assistance should, therefore, come forward and make the most of the occasion while it lasts.
