AMERICAN’S ALLEGATION. WASHINGTON, January 27. Following on strong protests by the Italian Ambassador and on the situation of an investigation by the Secretary of the Navy, Mr Adams, Signor Demartino has received a cable from Signor Mussolini denying the statements that are alleged to have been made by Major-General Smedlev Butcher, who is reported to have told a group in an address at Philalelphia that Signor Mussolini was “a mad dog of war,” and “a hit and run” automobilist. General Butcher is alleged to have stated that he had a friend who had toured Italy with Signor Mussolini and who saw the Italian Premier’s motor car kill a child and drive off without giving any aid. General Butcher is also said to have discussed the Italian Premier’s warlike proclivities, accusing him ’of desiring to start wars. Signor Mussolini, is his cable, said that he had never run ove r anyone. He had never taken an American on a tour of Italy. General Butcher has not yet offered any reply-
