Heavier penalties for dangerous driving. Compulsory declaration as to physical fitness for- every driver. Minimum age limit of drivers of motor-cycles raised tb sixteen, and of heavy vehicle drivers to twenty-one. Creation of a new offence to be termed “careless driving.” , ....
