Congress has passed, and President Hoover has signed measures appropriating 116 million dollars for an immediate emergency construction work in aid of the national unemployment relief, and forty-five million dollars for drought relief. Congress finally allowed the President to allocate • those-funds after the .amendment to leave the control in the hands of congress was defeated. Senators Walsh (Massachusetts) and La Folletto both assailed the measure as being only a “drop in the bucket” and they demanded additional appropriation to be expended for- direct relief. rather than through public works.
