AMERICA N IMMIGRATIOX. (United Press Association—By Electric 'i elegraph.—Copyright.) (Received this day at 10 a.m.) WASHINGTON, Dec. 15. The proposals, which the LTnited States will impose for a complete immigivhion holiday, are making steady progress through various committees. Though the time limit now discussed is two years not five, there appears even a chance that the Canadians, except the close rehhives of those who have already become citizens of the United States, may be barred from America like all others after July next. Congress is being asked to vote several million dollars more for border patrols.
