INTERNATIONAL AGREEMENT MOOTED. LONDON, December 12. The “Daily Telegraph's” diplomatic correspondent understands that American finance authorities have hinted that if Britain and Franco reach an agreement on the subject of the use of gold reserves, the United States will consider co-operation.
