THE THREE PARTY SYSTEAL Air Al’Leod’s study of contemporary history dees not seem to have embraced either Great Britain or New Zealand. In each country a minority Government is in office, and in the example which Air MLeod has the opportunity of studying at the closest possible range the Government holds office at the will of the Labour Party which, in consequence, practically* rules the country without having to accept any of the responsibilities of office.
