AGAIN IN SOUTH AFRICA

(United Press Association—Bv Electric Telegraph.—Copyright.)

London, November 21

The Dominions Office announces that with a view to the further development of the system of communication between the Governments, it has been decided to establish a post of High Commissioner, for the United Kingdom in South Africa. This appointment is comparable to that held in Canada by High Commissioner Clark. The new post will be combined with the existing post of High Commissioner for South Africa, which Lord Athlone, who is also GovernorGeneral is shortly relinquishing. Sir Herbert Stanley (at present Governor and Commander in Chief of Ceylon) will be appointed to the dual post. He remains in Cevlon until February.
