President Hoover in his Armistice Day address, before the Goodwill Congress of the world alliance for international friendship, through the churches, pleaded anew for the United States adherence to the world court and) freedom of the seas for foodstuffs, tie .’ forecasted a possible extension of the' Kello'gg-Briand pact to mobilise world opinion, against its violators. “The outlook for peace is happier than for half a century, yet we cannot overlook the fact that the nations in many ways are always potentially in ..conflict,” lie said. “'Hie purpot®l of our Government is to co-oper-ate with others, to use our friendly offices and short of any application of force, to use every friendly effort and all goodwill to maintain the peace of the world.”
/Reiterating Ins proposal of a year ago for the freedom of the seas, the President said “food supplies should he immune from interference in. time of/war and their security guaranteed by neutral transport and management I proposed it not alone upon liuhia.no grounds, but that the haunting fears of nations who must live from over the sea might be related and the sacrifices which they make for naval strength be lessened. Our food supplies arc asure.d and it is therefore from us a disinterested proposal. Tt would make for prevention as well as the limitation of war.”
