ft is reported the Seaman’s Union vigilance committee is ' campaigning against arbitration and those union leaders, who favour a settlement of disputes through, the medium of the Arbitration Court. The Committee issued a manifesto in winch it says:—“We must move to an offensive for increased wages and shorter hours immediately. On every ship must he set up rank and file committees of action, which mint arouse and organise the whole of the marine workers for action when a strike is called. There must be elected on every ship a rank and file strike committee, representing all sections of workers on board. These committees will carry on the struggle as concenters each sljipi. FrO'm each ship strike committee delegates will be elected to a central rank and file committee, which will conduct the struggle nationally and which alone will have power to effect a settlement, when instructed by a mass meeting of the rank and file.
The manifesto denonuces what is termed “bosses court” and “union rules, that stand m the way of organising for struggle.”
