VANCOUVER, Oct, 28. A Winnipeg message states Premier Bracken, of Manitoba, states unless the price of wheat improves, the three prairie province governments will sustain a loss of ten million dollars through guarantees granted tlie wheat pool by Government guaranteed payments by banks' to tlie pool in financing the 1929 crop.
