GENEVA, Sept. 29... "The recent breakdown of the Fra-n----co-Italian naval talks is regarded as being a serious blow to the League, of Nations’ disarmament efforts. This coupled with an increasing instability in many countries, has made the outlook more menacing than it was when the League Assembly opened, and it diminishes the value of the November meeting, of the Preparatory Disarmament Commission, and also the possibility, or even the advisableness, 1 of convening a General Disarmament Conference in 1931.
