It \is learned it was suddenly decided, to-night to open the Impei'ial Conference at the Foreign Office in. stead ■of No. 10 Downing Street. This departure from' precedent caused a surprise, because the Conference has always opened 'in the historic Cabinet room into which have been admitted only members of the Cabinet an 4 Dominion delegates. It ifi thoughtj that -Mr MacDonald changed the vetfjuc because he desires a spectacular | opening like that of the Naval Conference.
