FLAT OR GRADUATED? With a good lead from the Government, the House shows itself eager to make the best out of the Unemployment Bill, an attitude that is infinitely .preferable to the purely destructive criticism to be found in the Reform Press, The Government 1 is now reconsidering the substitution of a gradimted levy for the flat rate tax.’ Most New Zealanders would prefer graduation, even though it oast them more than the thirty shillings a year, buti the Government, is in a difficulty common in polities as in life..generally, It lias to cligose between two courses, both! of which are open to serious objection. If, as is contended, a graduated tax would cost so much more to collect than the other, then the flat tax will have to stand. —Auckland Star.
