PROPOSED IN BRITAIN. (United Press Association—By Elect™ Telegraph—Copyright). LONDON, Aug. 29. In the preliminary press, discussion, concerning the Imperial Conference, considerable prominence is being given to a memoradum prepared bv Mr H. D. Henderson, who is the head of the Economic Advisory Committee. The memorandum advocates •> ten per cent impest on all manufactured imports into Britain, with a rebate on Dominion goods! Inquiries indicate that Mr Henderson has prepared his report on his own initiative, without any instruction. It is not'a Cabinet document. The leading members of ihe Labour Partv say that nobody has any authority to pledtre the party to such a tax, and the document has not even •been seen or considered.
