It seems to me, apart from the general power given-,by- .Section 2of The Act of .3.883 ' tliat the’ powers in this' respect are limited to Section 11 of the Act of 1883 and. tlie additional powers given by Section 3 of the Amendment Act of 1890. The first mentioned Section is as follows:
