TERMS OF SETTLEMENT. (Britiih Official Wirelen.) (Received this day at noon.) ' ; RUGBY, Aug. 21. Notes were exchanged in London on August 19th. between Sir Francis Humphreys (High Commissioner of Iraq) and Nuri Pasha (Prime Minister'of Iraq) embodying the agreement on financial questions. 'The notes will be published in due course, In an annex to the Treaty of Alliance signed at Baghdad on June 30th., it was provided that all outsa qons suoiqs&nb puouuuij Suipims those relating to Iraq railways and the Port of Basra, should form the subject each’ of a separate agreement, to be deemed to be nn integral part of the Treaty and to be ratified at the same time;
