One can only, draw inferences from the evidence, .to the best .of one!stability, and the testimony of Mr HesselL Tiltman, recently cabled from London, seems authentic enough. Mr Tiliman has written a life of Ramsay MacDonald, and he travelled recently for a month in Russia. He tells us that the people are either “fanatics” or “hopeless and apathetic,” and his description of the country certainly suggests that the inhabitants have little to be cheerful or hopeful about. Privation and famine seem to be the 1 universal lot,, and. the. only, thing .■>that keeps: Bolshevism going is the enthusiasm of the Communist, minority, who 'fire eagerly learning English to “Spread the light” in the outer, world.'/!-' Mr Tiltman’s words mayiserve as renewed warning of the danger of Communist propaganda., . . . •-|
