r TAXATION AND REVENUE. / , Much remains to be done in the way of reconstructing the various Departments and cutting down their expenditure. But it cannot be done in a hurry, or in a short time, without destroying their working efficiency and in effect rendering it impossible to carry on the administration of the country successfully. If the Government, gets the opportunity no doubt it will be prepared to overhaul the whole of our departmental machinery on the lines now being followed, by the. Railway Commission. But meanwhile revenue must be raised and . the deficit must be extinguished; and the only safe, speedy and practicable way of doing these things lies 1 through increased' taxation. Even Mr Downie Stewart, in condemning the Government’s measures, suggests raising, the postal rate —another form of taxation. There may be differences of opinion as to the incidence and distribution of taxation, but in the present circumstances there should he none about the necessity for imposing fresh taxation and tlie need for paying it. 1 • —Auckland Star.
