Percival Marshall moved a resolution deprecating the Dominions taxation of British trade technicol periodicals. He said Canada imposed similar duties. It had been urged in Australia that the duty would encourage Australian publications. Marshall contended the Australian- market was too limited to enable local publishers tq. .compete. Whatever arguments might be urged for taxing fiction and magazines it did not apply to technical journals which helped the industry. He advocated unrestricted circulation of Empire periodicals within the Empire. H. T. Hunter (Canada) said Canada had been faced .with a great flood of United States magazines which had ibeen the- powerfullest factor in the promotion of United States -trade, helping in penetrating Canada, who now had the situation well in hand. Marshall did not submit his resolution suggesting the delegates of the various Dominions might consider what could he done.
A supporting motion reaffirmed the principle of admission of the press to 1 meetings of representative bodies administering public funds.
Wclliam said Malaya was not a democratic country and did not want to be 7 It was largely governed iby the press. The motion was carried. Mr MacKonzie invited the Union to hold the 1935 meeting in South Africa,
Lord Astor moved the acceptance, which was unanimous.
