THE PxtIMB MINISTER’S DISCRETION.
Mr Forbes’s message to the,- electors is couched in terms of discretion, and ’the public will , wish him a fair held in the onerous task which he and his colleagues now essay. It will be recognised that the shuffling of portfolios must mean; in”present circumstances more than it could signify iru the circumstances—no\y changed—under which the Prime 1 : ‘Minister could really bo said to he himself the Government. Ministers should have now* tne .opportunity of exercising more personal initiative. So, far as the Govivrnimmt may be, concerned, underpresent conditions, to , make economy* a feature in its policy—and rumour on that point seems to he in a measure borne out by the Prime Minister's message to the country—all responsibe sections of the community should be in. agreement with it.
