Tlie time of Opposition brings Mr Baldwin fresh opportunities of the kind which he was often urged'to take while in office. The need of new minds and new voices is greater now that it was even then and the difficulties of supplying them are less. Then there may have been a case against unsettling a settled hierarchy. Now there is or should be, no seniority but only merit. Young members and young candidates should be called into council and encouraged to wig their spurs, and veterans in years or in mind should be encouraged to enjoy their laurels. Not the lesat of a leader’s duties in Opposition is to provide for tlie leadership oi the future, and that means to provide the men -as well as the policies.”— “Times*’ (London.)
