It was mentioned at the meeting of the Westland Land Board yesterday afternoon during a discussion that new regulations were being brought down which would limit trappers’ to certain defined areas, or -blocks that were to he set out, a.nc! that a trapper would only be able to trap on bis particular area, and not to> trap anywhere that lie eared to as in the past. It was also stated in reply to an enquiry by a- member that trappers could not trap on private lands without permission. The attention of his Majesty’s Trade Commissioner in New Zealand has recently been drawn to difficulties experienced iby local importers in regard to sight drafts, which have to be accepted immediately. These drafts, being sent by direct mail, frequently arrive some considerable time before the goods to which they refer, which are carried in slower cargo boats calling from port to port in New Zealand. It is not suggested that the despatch of shipping documents should be delayed, but the Department of Overseas Trade is informed by the banks that this cause- for edrnnlaint may be obviated -by instructions being given by the drawers in their covering letter, or on their instruction slip, to defer presentation until arrival of the goods. When this instruction is given, J'-per cent additional exchange 'is added •at the time of the negotiation, which covers the first seven days; for any period exceeding this exchange is collected in New Zealand.
The piratical instincts and tendencies of human nature did not go out of fashion with the decline of buccaneering and highway robbery. Man goes about his deceits and evil intents in a subtler, less manly style, but it would appeal that the harvest he reaps is scarcely any less; An instance of this is to be found, says the Otago Daily Times, in the recent widespread operations of a free lance American salesman "'ho has. succeeded in making great capital out of a well-known name and out Of the unsuspecting natures he can attract with his transatlantic .methods: ' J.n the present case the enterprising and unscrupulous peddler has been successful in extracting 17s 6d from a large number of persons in exchange for a dictionary, represented to lie the latest issue of Webster, which is on sale in local bookselling establishments at the modest price of 6s (sd. The dictionary hears on the outer cover the title, ‘‘Universal Self-Pro-nouncing Dictionary,, based on the work of Noah Webster and edited by W. J. Polo, A.M. (Harv.)” This is emblazoned in very prominent type, but the fly-leaf bears a very different .inscription, which reads “Winston’s New Graphic Dictionary.” Tt must he admitted that most of those "’bo 'bought the volume bad no great quarrel with the price until they learnt the unwelcome intelligence in respect to its retail cost, but that does not in any. way condone the offence against the canons of honest business, of which this particular person has been guilty.
