Secretary, Royal Life Saving Society, Canterbury Centre, Christchurch, drawing attention to the desirability when making appointments of bath custodians, of appointing only such persons as are qualified liife-savcrs. —Received; referred to Swimming Club. From District Engineer, Railways, Christchurch, acknowledging Councils letter of the Bth. inst., re guard rails at railway level crossing, Weld St., and intimating that he would discuss the matter with the Council when he next visits Hokitika. —Received. TOWN CLERK’S REPORT. ' In accordance wtifcli the Council’s resolution of the 14th instant, directing' me to report on tlic Council’s powers under the Noxious Weed Act, 1928,'1 have to report as follows: Every owner or occupier of land within the Borough can he required, on notice being served by the Inspector, to clear blackberry, swecfbner, Californian thistle, or ragwort, for the full width of his road frontage and to the centre of the road.

The first step would - he to appoint an Inspector under Section 28 of the Act, and sonic, person to hear appeals under Section 11 (3) and (4). Any persons served with a notice to clear noxious weeds can appeal to the pcjrson so appointed, who can either dismiss the appeal or reduce the requirements of the Inspector. In any ease, where, default is made by the occupier, the Inspector serves a second notice requiring the work to be done within a specified period, and if the work is not clone, within that period,'the Inspector may either have the work done and recover the amount by legal process, or he can proceed for a conviction under Section 11, ot the Act. All fines recovered under the Act on information laid by the Inspector are paid into the Council’s District Fund Account.

The following noxious weeds would have to lie declared as such by the ■Council before action for clearance could be taken:—

Broom, gorse, and a number ol other weeds.
