Strong protest ago lust the selection of Professor Tocher as Government representative at the Labour Conference .at Geneva was made 'by a deputation, representing the Canterbury mid Wellington Trades and Labour Councils to Hon. \\ . A. Veitch. Objection was taken on the ground that in labour circles Tocher was regarded as one t of the most reactionary individuals in the Dominion and one of the main objects of the Conference was an. endeavour
raise the standard <>l living; of countries which did not enjoy .such a high standard as was maintained in the British Commonwealth. But it is well known that Tocher did not subscribe to that ideal. He had expressed the opinion the remedy lor the present state of affairs was lowering) of the standard of living of people, lie had expressed the opinion that an employer should he given unrestricted right to organise 'business as he thought it ought to he organised. Me had madq it manifestly dear he was opposed to compulsory arbitration.
The Minister defended the appointment remarking it was made because Tocher was one of the most outstanding economists in the Dominion and it was thought he would be in a position to furnish a valuable and un-
biased report to the Government
