NAVAL CONFERENCE

POLITICAL PACT. [United Press Association—By Electric Telegraph.—Copyright.] NEW YORK, February 20. The "New York Times’s” Washington correspondent says :—The old group of "Irreconcilables” in the Senate have let it be known emphatically today that they would; resist any commitments entered into at the London Naval Conference by the American Delegation, which have a political tinge. The idea is' being fostered that the sentiment of " the U.S.A. Senate is rather definitely against the conclusion of any agreements, such as a

supplementing Kellogg Pact, with con- • sultiitive provisions. The opposition to such a move would probably be led by Sensator Borah, who has indicated that he would oppose vigorously any move committing the United . States to joint action in a case of a violation of the Kellogg Treaty. Thei eis a group in the Sensate, which are known not to oppose political commitments in order to secure naval limitations;. but at the present time, these appear somewhat hesitant in expressing their views. FAILURE, PREDICTED. .( ./' Washington; February 20. In ._a speech to-night, Representative Britten sail: Mr ' Ramsay has made a face "abdut 'from parity to continued sea control.” •'•* He added-that the American delegates fell, through their "inferiority complex” before the old war diplomats. Mr Britten predicted the failure o-f the Naval Conference, due to "British obstinacy.”
