Public opinion has been strengthening in favour of systematic warfare on the purveyors of narcotics, and it may be hoped, therefore, that tftere will he no serious obstacle to general ratification. Etven in that much-to-be-desired event, however, the back of the traffic would not by any means be broken. There would still remain io be dealt with the enormous highly remunerative illicit distribution, a matter for international police cooperation. . .
