Damaso Berenguer, setting out liis programme, pays tribute to De Rivera and adds “The Dictatorship indefinitely prolonged, would be useless. It is impossible to return to autocracy, and fundamentally necessary to re-establish liberty and hold the elections, the date of which cannot at present be indicated. T am a constitutionalist and intend to return to the constitution of 1876. We will re-establish the Foreign Ministry suppressed by Rivera, and extend its importance. We shall scrupulously respect all international agreements.
