UNTOUCHABLES. BOMBAY,, Dec. 14. Mr M. R. Jayakar proposes to introduce in the next session of the Legislative Assembly a Bill to remove the disabilities under which the Indian Untouchables labour. Thq Untouchables are Hindu outcasts. They are not allowed to approach high caste persons and are excluded from temples. The Bill, which will create a furore in India, proposes to enact that no person belonging to the Hindu community shall be deemed incapable by reason of caste ot sharing in a religious or charitable trust created for the general benefit of persons professing the Hindu religion or of sharing in the benefit of services maintained for the use of the public. A statement on the objects of the Bill points out that the legal decisions which uphold the present system have resulted in the disruption of Hindu society to an extent which causes irritation and embitterment.
The Bill provides for the removal of the disabilities which Untouchables suffer with regard to the use of wells or public transport services.
