Tlio suggestion that the League of Nations, should, establish a. factory at Geneva and supply the whole world with legitimate narcotics, aiid should prohibit their manufacture elsewhere, was made by Mr Woo*' Ivaiseng, the Chinese representative on the Opium Commission, whose report is being considered at present.
