AMERICA AND PROHIBITION. Concerning Prohibition in the United States, the rest of the world seems to hear more than ever, and "’hat it hears makes it apparent that the problem of the enforcement of the “dry” law is very far from having been satisfactorily solved. Upon its introduction American Prohibition could be regarded as an experiment. But the supporters of it are unable to suggest how many years may he supposed to elapse before such a na-' tiona.l experiment is proved a success or a failure as a national institution by the test of time and experience.
