THE HAGUE, Jan. 17

There is a delay in the settlement ol the non-German reparations, owing to persistent bargaining methods, which provoked another strong remark from Air Phillip Snowden (British Chancellor), who declared that it either would be necessary to postpone the conference until .Judgment Day, or lock up the Bulgarian, Austrian and Hungarian delegates and their debtors without food and drink until they reached an agreement. He added that it appeared to him, a fortnight’ discussion, that there had been nothing but talk. The delegates thereupon decided to remain closeted together all night, if necessary to come to an agreement.

It is hoped that the final Protocol will be finished to-day.
