The Administrator represents the people of the Dominion and the Government will bo taking the wrong road if it identifies itself with the Administration and not with the people. It is true that the Administrator was ohosen by the Government, and the Government that appointed him might naturally desire to keep from the public facts reflecting on its judgment, but that is no concern of the present Government, It should be Sir Josqph Ward’s consistent desire to take the public fully into his confidence, so that they may know with what difficulties the Administrator has to contend.
